Peggy McCartney was appointed commissioner on September 1, 1999.
She received her Bachelor of Arts in history from Purdue University in West Lafayette, IN, and her law degree from Indiana University, Bloomington.
Prior to her appointment, Commissioner McCartney was an assistant circuit attorney for the City of St. Louis from 1990 to 1996. She was assigned to the Sex Crimes and Child Abuse Unit from 1993 to 1996. From 1996 until 1999 she was the director of Career Services for Washington University School of Law in St. Louis.
Commissioner McCartney is immediate past president of the Women Lawyers' Association of Greater St. Louis.
She lives in St. Louis County.
